I planned to develop this some weeks ago and after a deep learning of every aspect of Unity blend modes and multi-passes, I finally did something regarding this water effect.
It’s really not perfect yet and it needs more work but here are the current features:
- GPU perlin noise,
- Wipers FX,
- Raindrops,
- Grabpass texture distortion.

so are you just changing the normal according to perlin noise and letting unity do all the refraction stuff or there is more to it

No refraction here. Only a bump effect on the grab texture mixed with some droplets drawn in the bump map too.
